United States of America and Cyber Warfare
As the United States of America has always been on the forefront of developing internet technologies, it is highly dependent on the Internet and hence is greatly exposed to cyber-attacks. Lots of projects and infrastructure that was previously invulnerable because it was on home territory or protected otherwise by physical means is now open to attacks from very far away, foes now have access to physical systems and infrastructures linked to the Internet. To counter these threats the United States of America has invested a lot of money and time developing significant cyber capabilities, in both defence and infrastructure protection.
The United States department of defence has identified the Internet as alarming and at the same time an indispensable weapon in the arsenal. In April 2015 the department of defence published a strategy to curb cyber-attacks. This strategy was planned based on their previous strategy for operating in cyberspace which was published in 2011 July. The new strategy focuses on increasing its capabilities to protect, secure, and defend its network, systems, information and defend its nation from enemy hackers. It outlines three cyber-missions: -
One, to defend networks, systems, and information; Two, to defend the United States of America and its interests from cyber-attacks of significant consequence; and Three, to provide integrated cyber capabilities to support military operations and contingency plans.
All of this is on the five pillars that form the base of the Department of Defence’s strategy for cyber warfare - building and maintaining ready forces, defending the country with an information network, preparing to defend the United States of America homeland and vital interests, building and maintaining viable cyber options and plan to control conflict escalation and building and maintaining robust international alliances and partnerships.
These five pillars help establish cyberspace as a new domain for warfare, help proactive defence as opposed to passive defence, detect and stop a cyber-attack from accessing critical infrastructure, help provide early detection of malware and incorporate it into its defence structure and maintain alliances and partnerships to deter shared threats.
In response to this increasing threat of cyber-warfare, in 2011, The White House published an "International Strategy for Cyberspace" that reserved the right to Use military force in response to a cyberattack i.e., When warranted, the United States will respond to hostile acts in cyberspace as we would to any other threat to our country. We reserve the right to Use all necessary means — diplomatic, informational, military, and economic — as appropriate and consistent with applicable international law, in order to defend our Nation, our allies, our partners, and our interests. In so doing, we will exhaust all options before military force whenever we can; will carefully weigh the costs and risks of action against the costs of inaction; and will act in a way that reflects our values and strengthens our legitimacy, seeking broad international support whenever possible.
The pentagon has had an information sharing agreement, the defence industrial base Cybersecurity and Information Assurance (DIBCIA) program, in place with some private defence contractors since 2007 to which access was widened in 2012. A good number of cyber intelligence sharing acts have been proposed and put down for various reasons including the possibility of spying on the general public.
The United States Cyber Command (USCYBERCOM) is an organisation that hopes to reduce and counter cyber-attacks in the UNITED STATES OF AMERICA. This organisation protects the information of the department of defence by planning, coordinating, integrating, synchronizing and conducting activities.
Many countries like China have targeted the United States of America and have looked for information like 'aerospace engineering programs, space shuttle design, C4ISR data, high-performance computers, Nuclear weapon design, cruise missile data, semiconductors, integrated circuit design, and details of US arms sales to Taiwan.
