The two Superpowers, China and the United States of America made two separate blocs. These blocs made two working papers as a draft to make a resolution. These two blocs were the only two blocs in the DISEC general assembly.
The working paper of the bloc headed by the delegate of the United States of America was sponsored by the delegate of South Korea, the delegate of Germany, the delegate of the United Kingdom and the delegate of France.
The working paper of the delegate of China was sponsored by the delegate of Russia, delegate of Iraq, delegate of Iran, delegate of Nepal and delegate of DPRK. The working paper of the delegate of China stated the need for an international organization like the ITU to help curb Cyber-warfare.
The delegate of USA stated that that the UN Security Council can make a sub-body who's members would be elected by the general assembly and would create an international cyber-code. This will enable cyber-criminals to be caught.
The bloc led by the delegate of China proposed that a separate body should be formed which would contain experienced ethical hackers and cyber-security officials from all countries allied with the body. The measures proposed by the blocs were definitely possible and would also help countries which are economically backward to help counter against cyber-terrorism.
 With a separate body focusing only on cyber-attacks the rate of cyber-attacks or frequency of cyber-attacks would definitely reduce and cyber-space would become more peaceful and can provide could be used for more productive work.
It is quite interesting to see the delegates of DPRK, South Africa, and China working together and to see the delegates of South Korea, UK, and the USA working together in a bloc to help draft working paper. The delegate of South Africa said through chit, “The delegate of South Africa feels that the resolution proposed by the delegate of China and the other sponsors is both extremely efficient and effective. The formation of a body like the ICTC or the ICRCS is a simply brilliant idea and is a sure step forward in the mitigation of cyber-terrorism and cyber-warfare. The best part about the body is the impartiality. Certified cyber-security officials from fine institutions hailing from various countries can provide their ideas, and expertise towards this cause. The system of judgment is as close as to perfect as it can get. Judges elected by the general assembly of the UN will not only have more experience but will also pass fairer judgments and sentences. It is also a great idea to place all jurisdiction in their hands. Any countries wishing to abstain may do so but will lose the protection of their cyber-space by the ICRCS. The blacklisting of countries suspected of cybercrime activities will help narrow down cyber-security threats. The Republic of South Africa also stands by the system of international collaboration between countries. 8Unless countries all over the world work in partnership the UN's ability to ensure secure cyberspaces will be severely compromised. On the whole, the delegate of South Africa personally feels that this resolution if passed will prove to be more effective than any other proposed resolution”.

Many others felt that this was a good opinion and that we can put some faith in the resolution of the delegate of China. The delegate of Cuba said that he would go against the resolution of the delegate of China as he liked the presentation of the delegate of USA more because he wanted a blacklist to be made. This might be a forced action and there is something the delegate is not telling the press.
